Ray Welsh
Ray Welsh has 34 years experience in both public and private sectors.
His 24 years public sector experience was with local authorities in Stevenage, Hammersmith and Fulham, Spelthorne and Kingston upon Thames, and responsibility for teams dealing with planning policy, development control and special projects work. This included extensive experience in planning applications and appeals work. Ray is an experienced witness at hearings and public inquiry work. Specialist experience included:
- Expert assessments on employment impact
- Plan making and research including regional spatial strategy, Local Development Frameworks, and local plans inquiry work
- Compulsory purchase and Lands Tribunal cases
- Development briefs and tender work
- Project management
- A wide range of experience in public sector development including infrastructure, education, housing and affordable housing development.
